Quando il sistema viene messo in modalità test e parte un incendio il sistema manda un singolo impulso di allarme senza ulteriori informazioni come ad esempio il posto dove questo allarme si è generato, e la cosa finisce lì. Non ci sono ulteriori allarmi per le successive 8 ore, quindi la cosa può apparire tranquillamente come un falso allarme.

The fire alarm system in WTC 7 sent only one signal (at 10:00:52 a.m. shortly after the collapse of WTC 2) to the monitoring company indicating a fire condition. The signal did not contain any specific information about the location of the fire within the building. Since the system was placed on TEST for a period of 8 h beginning at 6:47:03 a.m. on September 11, 2001, alarm signals would not have been shown on the operator’s display; instead, they would have to be recorded into the history file.


Leggendo il log (pagine 93-94 del rapporto interim) appare che "On the next line above, the comment entered by RIC identifies that the person who requested that the system be placed on TEST was Williams" quindi il nome utente di chi ha messo il sistema in TEST è Williams.

-Non sappiamo se è stato il vero signor Williams ad usare le credenziali di Williams
-Non sappiamo perchè chi ha messo il sistema in TEST lo abbia fatto, a che titolo e seguendo le indicazioni di chi altri.
-Nessuno ha approfondito, interrogato Williams, o cercato documenti

Quindi aver posto in modalità TEST il sistema d'allarme anti-incendio è il singolo elemento che ha effettivamente reso impossibile seguire minuto per minuto la distribuzione degli incendi, perchè altrimenti avremmo visto allarmi su più piani e su più postazioni mano a mano che questo "raging inferno" (LOL) si espandeva nel WTC7.
