Le deambulazioni del Presidente Bush (New York Times)

|  Se c'è un quotidiano alla portata di tutti, in rete, è il New York Times (lo cita persino Gentiloni), e non starebbe certo a noi segnalare i suoi articoli.
Ma l'editoriale di ieri ci è parso particolarmente significativo, specialmente per coloro che amano leggere fra le righe del famoso "paper" newyorchese i cambiamenti di "umore" al vertice del potere politico americano. Per quel che riguarda certe sottigliezze, segnaliamo soltanto che quando il testo parla di "President Bush", si riferisce alla carica pubblica che gli è stata assegnata, mentre il "Signor Bush" è l'individuo che cerca, con maggiore o minore successo, di vestirne quotidianamente i panni.

Viene in mente con stupore quando il Signor Bush si candidava alla presidenza, e si vantava di comprendere a fondo l'Amerca Latina, di saper parlare lo spagnolo, e di essere in buoni rapporti con il Messico. Mentre prendeva in giro Al Gore per la sua convinzione che il supporto alle nazioni estere fosse un compito dell'esercito americano.

La Casa Bianca è in tempesta sul futuro di Karl Rove, il consigliere politico del presidente, e mette in giro voci che si stia per chiedere la testa di alcuni grossi personaggi del governo. Di certo il Signor Bush potrebbe permettersi di sostituire alcuni dei suoi collaboratori più importanti, ma il problema fondamentale non è Karl Rove, nè il ministro del tesoro John Snow, e nemmeno il Ministro della Difesa, Donald Rumsfeld. Il problema è lo stesso Presidente Bush.

Il secondo mandato può anche risultare difficile, ma il comandante in capo ha sempre la possibilità di influire sugli eventi. Ronald Reagan riuscì a capovolgere le sorti di un secondo mandato poco limpido, mettendo a segno, in parte grazie alle proprie capacità di leader, una serie di accordi con Mikhail Gorbachev che portarono allo smantellamento pacifico dell'impero sovietico. Ma il Signor Bush non ha mai mostrato di possedere le capacità per un tale recupero. Nonostante ciò, è interesse di ogni americano sperare che ci possa sorprendere.

Dovrebbe cominciare da Dick Cheney, la forza oscura che sta dietro a molte delle scelte disastrose dell'amministrazione, come l'invasione dell'Iraq o la sua testarda opposizione al risparmio energetico. In questo momento il vice-presidente sta cercando di affossare un progetto di legge che vieti la tortura dei prigionieri. Le sue priorità sono perlomeno curiose: il suo ex-braccio destro è stato incriminato, lui si trova nel mirino di tutti, e si mette a far guerra alla Convenzione di Ginevra.

Il Signor Bush non può licenziare il Signor Cheney, ma può certo fare quello che altri presidenti hanno fatto ai loro vicepresidenti: tenerli occupati con troppi funerali e impegni accademici per poter fare ulteriori danni. Il Signor Bush dovrebbe comunque rivedere da cima a fondo il suo governo, ma almeno mostrerebbe alla nazione e al mondo di avere il controllo della situazione, nella speranza che i prossimi tre anni siano meno allucinanti di quello che ora minacciano di essere.

* "Walkabout" è un termine ambiguo. Usato nell'inglese normale, significa passerella, o pubblica presentazione, mentre usato dagli australiani significa sonnambulismo, o camminare in stato ipnotico.
