A very sensitive electrical detector at some frequency is the first possibility that comes to mind.

If we cannot acheive the necessary sensitivity, then other alternatives could be investigated.

Possibly small microamplifiers could somehow be attached to a person's scalp. If we can have widely distributed electrical amplifiers, some of them might land in the appropriate places, and be triggered to transmit ( maybe by the correct scaple temperature).

Maybe if we irradiate an area we can sense the electrical activity as an imposed modulation on a higher level signal that we create, somewhat the way we sense signal in heterodyne detection.

Another possibility is that the thought of a single individual may not be detectable, but if we have a large crowd, there may be enough collective electrical activity to be detectable.
Detection of thought is certainly a challanging area, and this paper just scratches the surface of concepts required to actually acheive this goal.

Advantages: In a wilderness area you could detect where there are people.

Most militarily significant activity will have people present. In the future it is possible there could be robotic activity, but that should have its own EMI problems.
In addition, if it were possible to read some infomation out of the thought pattern, then level of anxiety may be an indication of hostile vs neutral forces.

Just being able to detect where there are concentrations of people should be of military significance, especially if it can be done for people below foliege, or even below ground.

Indication of hostility would be great if it could be determined.

Challenges: Challanges are numerous. Determining the correct signal to look for should be rather stright forward, since we use contact probes now to measure brain activity. Obtaining the electrical sensitivity for remote sensing will be a challange. Trying to decode the signal. if we can detect it, will also be a challange. This would be to determine it as human thought, or even understand something about what the person is thinking ( as in state of anxiety)
