Il problema è che gli operatori della FEMA al 28 settembre non si trovavano più al Pentagono,
perché avevano smontato e lasciato definitivamente il Pentagono una settimana prima.

Vediamo la situazione in dettaglio.
Le diverse “task force” impiegate dalla FEMA avevano tutte nome e cognome.
La FEMA stessa le indica in questo modo:
US&R Teams Deployed to the Pentagon
Maryland Task Force 1 (Montgomery Fire Rescue)
Tennessee Task Force 1 (Memphis Fire Department)
Virginia Task Force 1 (Fairfax County Fire & Rescue Department)
Virginia Task Force 2 (Virginia Beach Fire Department)
E queste sono le unità che si attivarono immediatamente.
In un secondo momento si aggiunse New Mexico Task Force 1 (State of New Mexico).
Per due di quelle “task force” la smobilitazione venne decisa già il 18 settembre:
...by September 18 it was recognized that the need for 4 full FEMA teams no longer existed. Recognizing this, the IST developed a plan to relieve the first two FEMA US&R Task Forces to arrive (VATF-1 and MDTF-1), and to work one Task Force on both the day and night shift.
